What is RCMS?

The Responsible Care Management SystemŽ (RCMS) was developed by the American Chemistry Council to address the environmental, health, safety, and security risks associated with the manufacture, handling, and use of chemicals. RCMS incorporates Responsible Care Guiding Principles and Codes of Management Practice, and transforms them into the traditional plan-do-check-act (PDCA) cycle of standard management systems.

RCMS, considered the most comprehensive International EHS&S management system, aims to prevent accidents, injuries, and environmental harm. The system utilizes a comprehensive approach to pollution prevention, product distribution and stewardship, process safety, employee health and safety, site security, community awareness, emergency response, performance reporting, and the value chain. RCMS establishes a framework for managing, communicating, and continually improving EHS&S so as to achieve performance exceeding regulatory standards. Key components of RCMS include: policy and leadership, planning, implementation, performance measurement, and management control.

ACC Member Companies (engaged in chemical manufacturing) and ACC Partner Companies (engaged in chemical storage, distribution, TSDF, and logistics), are required to achieve and maintain RCMS certification as a condition of membership.
